Linda Juckette sought judicial review of the Iowa Utilities Board’s (IUB’s) grant of a franchise to MidAmerican Energy Company (MidAmerican) to construct, operate, and maintain an electric transmission line in the public road right-of-way adjoining her property. She appeals from the district court’s order denying and dismissing her petition for judicial review. Juckette argues the court erred in upholding the IUB’s decision because: (1) MidAmerican’s transmission-line project was not for a “public use;” and (2) MidAmerican had no right to build on her property without providing just compensation.
