In The Matter Of Property Seized From Bo (Brian) Li, Na Tian, And Wei Tian

The State appeals from an order denying its in rem forfeiture complaint. The State contends the district court erred in finding the offense of practicing massage therapy without a license is not a serious misdemeanor pursuant to Iowa Code section 147.86, and in determining the State did not meet its burden of proving the seized money was the proceeds of prostitution.
